That's it. It's pointless by itself though because it only has the GECK entries but nothing to support it, no meshes or textures or anything really except the scripts. And any resources that Obsidian decided to carry over, you wouldn't need Fallout 3.esm for. On the other hand, if the OP was referring to Tale of Two Wastelands, they have their own installer and you don't have to worry about moving anything at all. Edit: And no, it wouldn't work if you tried to bring FalloutNV.esm to Fallout 3 because they made some changes since.
