Is project purity a stupid idea?

no matter what, a society will have it's elders

this may be due to the fact that their line of work is safer, or they just happen to be hardier than the average person

and with the water, the first stage of building any area to live in, is CLEAN AND FRESH water that you can get easily. After the water, you can go get anything else you need

So where does all the clean water come from before the purifier?

Its pretty clear that the water before the war isn't safe, if it was that would mean water is only radiated due to the solid dust.

There is no clear deep underground water storage, so no water at all should be clean if project purity is needed...

You keep repeating the same question, even though it has been answered many times. There is no 'all the clean water'. Only bottles of clean water, and a few lucky settlements with water purifiers.

Those living in the wasteland does not have clean water. They drink irradiated water and they die young, only a few live long enough to be considered 'elderly'. Limited amounts of clean water are available in settlements (Megaton's own water plant, Rivet City's limited stocks, the Brotherhood's own purification installations). Raiders may occasionally get bottles of clean water from settlements. There is no clear explanation in the game as to where the settlements get water. They may have crude makeshift distillers that at least removes solid radiating particles and provides enough drinking water - enough for drinking, not enough for personal hygiene (almost everyone except the members of the Enclave and the Brotherhood looks unwashed and more or less unkempt).

There are also random encounters where settlers, mercs and other folks are fighting for a refrigerator full of purified water. This shows that clean water is rare and it is extremely valuable if they are willing to risk a firefight to get it.

Apparently, as New Vegas shows, the situation is different in other parts of the States.

So, no... in the DC area, clean water supply is far from being "ample" hence the idea for PP.

What I would say in response to the point made of people living long lives before project purity, would be that it'd probably be down to doses of Radaway.

I mean in terms of playing the game itself, if you get Radiation Sickness what do you do? Take a radaway.

Provided that you find enough or you can afford it. Doctors charge about 100 caps for curing radiation. And even if you can afford it, Radaway cures radiation sickness, but I saw no evidence that it also cures cancer and other genetic defects that results from prolonged exposure. You get a mutation when you complete the optional 600+ rad objective for Moira Brown and she cures you.

But is Radaway really an answer? If you suggest Radaway as the thing that ensures survival, you just replace 'clean water' with another 'magical stuff'. If you do so, others may ask 'where does Radaway come from in such quantities that there is still a lot, neatly packaged into a plastic sacks?

I was actually implying that Radaway was the "answer" before Project Purity (though not a very good one as you pointed out). So I was really agreeing with everything you'd said before :) And reinforcing the opinion that Project Purity wasn't a stupid idea.

This is kind of an off track question but, do the Ghouls even bother with purified water? I know they don't have a need for Radaway so do they just drink regular old irradiated water?

I think they are actually healed by radiation.

This is what the Fallout wikia says about them:

"However, many ghouls report feeling healthier when exposed to low-level radiation, and thus make their homes near locations with acute background radiation."
