Having the same problem, but the directions at the S.T.E.P. project didn't help, doesn't tell me what folders need to be set or in what order. Any help will be appreciated.

I should provide more info. I have installed Requim, but I need to install the skyproc patcher, which Ive done, then it reads "No game data on top level"! Normally Id manage it myself, but there isn't any esp or bsa files to manage and the installation instructions do not cover this situation. Thank you!

Hi! I've recently downloaded Body options for CBBE with Modorganizer, but when i try to install it, I also get the message "No game data on top level". I've tried to right click the data folder and set it as data directory but when i do that it just opens a new folder and still says "No game data on top level". No matter how many times i try I never get the "looks good" message. Anyone knows why this isn't working? It worked fine with all the other mods.

Certain mods (including Body Options) will never show a "Looks good" message, because they don't contain folders that MO recognizes as containing mod data. Just set the proper data folder and hit OK.
