You need a 3D modeling program like 3D Max or Blender

First and foremost that I can tell you about hair is that it requires a good knowledge of NURBs, curves, and modifiers for that smooth, flowing look - a lot of it is just planes layered on top of each other. Blender has all this and there's some tutorials that you can look for that will explain what each of these can do.
