SavageArtistry
That's weird. It kind of looks like the double-faced bug, but I thought that was only an issue with followers. Maybe try installing the unofficial patch if you haven't already, and use the "Fix Followers Double-Face Bug" spell on people and see if it helps. Or maybe select him in the console and type "resurrect" and see if he resets. Unfortunately I have no suggestions for a wide-scale fix if this is a major problem for you.

But you can do it manually: In console mode, click on NPC, type 'disable', then type 'enable' immediately.
rgx02
I have unofficial patch installed. This isnt really game breaking but its annoying to see everyone in chorrol like that, which is weird its only in chorrol, bandits and others look normal.. 'Fix Follower Double-Face Bug' spell only works for your current follower. But you can do it manually: In console mode, click on NPC, type 'disable', then type 'enable' immediately. Will try that. Could the problem be because of qarl textures or something? Edited January 3, 2011 by rgx02

I was, mistaken, this problem is ocurring with everyone in the cities (enemies outside the cities are not). I also disabled beutiful people and the problem is still there.Im using the full fcom (MMM, OOO, warcry and francesco) and hgec body.Is someone else having this problem? Another thing i've noticed is their clothes are also mixed like that, a few people on the street look like they are using two clothes at the same time. chaospearl
I'm not sure on the faces, but the "wearing two clothes at the same time" issue can happen if you check the setting in Wrye Bash that lets pants and robes both show simultaneously. I've often wondered why that setting is in there at all, because in Oblivion robes are not meant to show your lower body garment and if you use Wrye to override that, it looks like the people are wearing two pieces of clothing overlapping. Go into Wrye and proceed as if you were going to rebuild your bashed patch, then look at the "Tweak Clothes" options and make sure "Robes Show Pants" is NOT checked. If it is, uncheck it and rebuild your patch. If it isn't... well, I guess that wasn't the issue. Definitely worth a look though.
Hickory
I'm going to take a guess here, and say that you've selected all of the tweaks in your Bashed Patch. Am I right?

Okay one less problem, wish the face was one was that easy. I'm going to take a guess here, and say that you've selected all of the tweaks in your Bashed Patch.
