The news was Vampires. But evidently there are a lot of levels. And supposedly you can get very powerful the longer you are a Vampire. Or something. And its still not news but more details. Well you can become one. People were uncertain. They just thought oh they are there. Can you become one?

Honestly the thing with Wizards not being able to wear armor is a remnant of a poor attempt to nerf magic-users in D&D (that did absolutely nothing to reduce their superiority to other classes, btw, it took until 4E for the problem to be mostly fixed by just giving everyone Wizard-level powers). I don't see why wizards should have a spellcasting penalty if wearing armor, I mean the TES magic system doesn't even have somatic components!

The TES magic system doesn't have somatic components?You're aware that the word somatic means "of the body" right?In this case it refers to use of the body, and you do have to move your arms and body to cast spells, which is why armor limits it's ability.Also, with no encouragement not to wear armor, the robes are essentially useless, utterly and completely useless, they have no gameplay purpose without an advantage for not wearing armor or wearing robes.Not to mention it would be ridiculous for wizards to be wearing leather or metal armor, especially in a traditional fantasy setting which doesn't try to stray away from the cliche "Robed Wizard".
