In that case, unpack the .BSA, find the resource you want to use, and assign it to whatever part of your mod you want to use it for, and save it. Then, move the unpacked file elsewhere, load up the mod, and see if it finds the resource in the .BSA.

 

If my suspicion regarding a certain file is correct, the DRM on the downloadable content is trivial.

I did it, ha ha, I did it! I managed to extract the files from the BSA then import them into the CS save the plugin delete the extracted files and it loaded everything it needed from the BSA.

 

A migty success. Now I just have to figure out what everything is.

There is a similar discussion on the official board here.

 

The only thing I've heard from people is "I guess" or "I assume" regarding the modding of DLC items. Does anyone have official info about it?

 

The argument about publishing meshes from Oblivion.esm/Meshes.bsa/etc. because "people have bought it" doesn't really hold water since somebody that has never purchased Oblivion "could" download these mods and export/import the meshes into other games. If you want to argue a little further about modding original Oblivion.esm/Meshes.bsa/etc., Bethesda never gave us tools to extract BSA archives or manipulate NIF files.
