Vampire Race Disabler Problem

I am trying to get my Vampire Race Disabler mod to work: http://tesnexus.com/downloads/file.php?id=15697

However when I create a game and make myself a vampire (using MOE Main Quest Delayer W/ Kvatch Rebuilt to make myself a vamp) nothing happens, I am still an ugly vampire.

 

Anyways here is my modlist and I am using the latest obse, patch, and shivering isles.

Thats the thing, it does not appear in my Ini at all yet the file say it is (and I searched for it.)

 

From the disable vampire race.txt:

That does not look like your working oblivion.ini -- it has no hardware identifiers. Open Windows Explorer to \Documents\My Games\Oblivion\ and open the oblivion.ini that's there. The tweaks are (0=off 1=on):

 

[VampireTweaks]

bDisableSkinShading=1 ;Turns the skin shading on or off.

bDisableAging=1 ;Turns the aging effect on or off.

bDisableEyeChange=0 ;Turns the changing of the eyes on or off.

bDisableMorphing=0 ;Turns the starving look on or off.

bVampLoadFix=1 ;Will turn on the vampire face loading fix.
