ok, i've been looking alot but i cant find this.

 

On planet elder scrolls you often see a screenshot of a character named Sia. She has wings, and can fly. So, I was wondering if you guy knew the best mods to add these wings and levitation. I know there are alot of them, but which are the best?

I think this one is the best for wings. I don't think they add levitation though. But This mod does. You'll need both, and OBSE.

I heard talk awhile ago of a mod that put reigns back onto the horses (when riding). Just wondered if anyone knew what it was?

Im trying to find a mod that lets you get a loan from some loan sharks, i no it exsits but couldnt find it.

 

I dont think its anything to do with a bank mod cause i read that if you miss payments the loan sharks come after you (presumably to break ya legs) :D ,may be a quest mod?, not sure so anyone knows anything that includes it, thanks.

It's part of a large mod called Oblivion Enhanced. But since it's a modular version, you might be able to use it without using the rest of the mod.

I'm looking for a mod I heard about a while back but could never find (assuming it actually exists) that made heavy armor of any kind very rare... Iron or steel armor was supposed to be much more expensive and much more protective also, generally making it to where one would have to much quite rich and experienced to be able to afford anything heavier than fur armors. It was also supposed to make NPCs wearing Iron or heavier armor much harder to kill (probably an obvious point). Anyone heard about this mod or know where I could find it?

Nice. A mod that makes NPC armor plausible, without going and saying "Oh, by the way, this also adds new equipment, monsters, etcetera".

Am I correct in thinking it wouldn't cause problems if disabled mid-game?

I don't really know much about that, but since it uses the same levelled lists, I think you're right.

That's sort of similar but not quite the same... The one I was talking about didn't just make heavier armors (and NPCs wearing them) rare, but also really buffed up their defensive stats... This might not be that difficult to just go in and mod myself, however I'm pretty mod-illiterate, and would figure reworking NPC armor wouldn't be too difficult to figure out but would be a massive time consuming pain to actually do.
