Boombro
Then to add another layer of things, you could use the random mod system to introduce mods which aren't constructable. These would be upgrades or side-grades to existing pieces but have a unique look. Like automatic versions for the different chamberings for the pipe pistol. Like other mods you would be able to either use these as they are, or pull them off and attach them to another weapon. Sounds cool, but it will add to the grinding already. Maybe make them obtained with quests, bought and/or found? It still a cool idea to enrich the level list with mods. When modifying your weapons, you don't need the perks if you have the mod ready and that is cool for non crafting folk. The problem is that the mods are not that common to get in the first place. So adding some will balance it.
Warmaker01
Regarding Legendary NPCs, I have noticed a weird, very rare issue from time to time. I'll kill a Legendary NPC. I clear the rest of the trash and when I get down to looting everything, when I get to the spot where the Legendary NPC was, the body has reverted to something else. I'll fight something like a Legendary Gunner XX and later when I get to where his body his, it's a regular Gunner Captain or whatever with no Legendary loot. I scour the area just in case an explosive sent the Legendary's body flying elsewhere but to no avail. Seeing if anyone experienced this weird issue or maybe I need to get my eyes checked. As for farming Legendary gear with save games, I don't do that. Whatever run, encounter I get and what loot I get, that's it. Besides, as you progress in the game, it throws you more and more Legendary NPCs anyways.
