Trying to make a custom TV channel is 1 thing, but having content streamed into the game engine? The Fallout 4 TV is actually using animated DDS (I believe), which is animated texture. It is cool. Imagine we have animated nude skin, so we can see sweat dripping on the body (that is technically very possible since the game engine supports animated DDS). But receiving stream from an outside source? First, you have to modify the engine to do so, and that means you have to work with not the development tool (used to create content) but the game engine design tool. Then you have to design a video player to playback such video stream, embed it to a TV object in game. The thing is the game engine loads and initialize all resources at the game start up. Now to make it constantly retrieve new resources and recycle old ones, you may have to take it up to Gamebryo developer (the creator of this game engine) because even Bethesda has limited control over this. All for the ability to watch youtube in game that doesn't want add any real content to the game. Now, if FO4 is one of those Freeium game that relies on ads to drive revenues, then yes, they will pay special care to load ads and play back to you in game, in form of static images or video, in a clever way as if it is part of the game world. But the bad news is... in FO4, the world has been destroyed. And 2nd, they are more likely to make sense to make an ongoing MMORPG (like World of Warcraft kind of game), or an instance based MRPG (Multiplayer RPG) like Diablo.So while I do fancy having something like a streamed content thru my in game TV .... it will never happen, not unless an FO4 player is an executive member of Gamebryo Inc. Analog TV is just radio signals and the knowledge to get all the stuff working would likely be available in books and maybe even in the ruins of some old stations. so maybe we could work on a lore friendly wasteland TV station?
