Try turning down setting such as AA and AF from the main menu before entering the game, or turning down distant landscapes. I can't be specific until you tell me what you have running in your game. What I did glean from him is that when his character is in an interior cell, the frame rates are good, but as soon as he exits that area and goes out into the wilderness, things become a slideshow. Oblivion was actually to play optimally on graphics cards that didn't exist yet when it came out, so if you're not using a really recent graphics setup AND at least 2 gb of memory you can expect the lag. Turning the grass off (set "grass distance" to 0) helps quite a bit. I use 1 GB of RAM and a GeForce 6800 GT and it runs fine. The only reason I lag is because of the fact that I'm running Vista. So the 2GB of memory isnt really nessecary. Chances are that his memory is below 1GB and the video card isnt quite up there yet. I've been able to play HL2 on full graphics for quite some time, without lag, and CS isnt really a good indicator of how a computer runs. I've been able to play CS on my older computer for quite some time. Also, check your processor speed. Minimum is 2.0 GHz processor and 512 RAM.
