There's also been a change to how to enable mods in the ini files as well, that involves adding a new line of code and making a previous one have no text at all after the = sign. I believe one of the wikis and several mods themselves on the nexus site mention how to do this.

 

Double-check you're editing the right .ini files. I used a search function to get fallout.ini and accidentally edited all my fallout 3 ini's. It's gotta be fallout4.ini specifically. I know this seems obvious; I'm used to dyslexia/dysgraphia ruining everything so I include this statement anyway.

 

You may also want to double-check the file that lists all of your mods is set to read-only. NMM has been updated A LOT so it correctly sets the file back to read-only after adding new mods, but for a while there, it was installing everything and then leaving that one precious .ini file editable, so the fallout launcher immediately sets it back to vanilla in spite of enabling all your mods just moments prior.

 

Make sure you have the most recent NMM as well, and not just a 'newer' version. It's had like four updates in the past couple weeks entirely due to Fallout 4 and it's easy to lose track.
