Deleted4610270User
Is there a well-performing fast-opening software that can open ALL DDS files? Most of the apps I tried, like IrfanView, simply cannot open many Normal Map DDS files. Why is that? What other Apps should I try? I prefer not to have my entire OS and system overhauled with a major image-file-viewing software. I'd rather have a portable version or small-time installer. Junnari
Gimp allows opening and converting from and to .dds, and has allowed me to open all FO4 .dds files that I've tried to open. However if you are looking for something that gives you more faster view of the image, SageThumbs might suit you better.

Deleted2948850User
I use photoshop + the Nvidia and Intel plugins (intel for the normal and spec maps and nvidia for the rest).
unforbidable
Check out Paint.NET. I used it when I was modding Skyrim. Not sure it works with all DDS formats out there but it's very light weight and easy to use.

robtest
yes for editing... but the nvidia tool lets you double click on the dds file and it pops up on the view window... gimp is not that clean to a quick view... madmongo
I use GIMP and Paint.Net. I tend to use Paint.Net more than GIMP because it seems easier to use (to me) and more intuitive. On the other hand, there are things that I can do in GIMP that I can't easily do in Paint.Net. It used to be that Paint.Net required a separate dds plugin, but I think it comes with it these days. If you want to work with normal maps, that requires an additional plugin. If I recall correctly, GIMP requires separate plugins both for dds and normal maps.
