The Chest below the Storage Area sign does not in fact respawn, and a Merchant sets up shop there a few days after you clear it of the Vipers. Safehouses not counted. Why not? They're as valid as any of the other Player Homes, and unlike the Strip suites you don't have to go through a minimum of 3 loading screens to enter them.
