Converting meshes?

Do you guys have any idea on how to convert Oblivion meshes to Fallout?

I don't speak about vanilla assets, which is not legal, but about custom made assets, especially races.

Technically that mod is not a mesh... it is just a race texture. According to the description, The head mesh appears to be based on TK's head06.

 

Converting anything else besides a head would be in the realm of doable. Heads are basically not easy. They require morphs, and are likely going to be more work than the head itself to mod into the game. The proceedure of creating morphs and custom heads, for the sake of this project, you must imagine that there isn't really a converting process. you will have to make extensive mesh edits to the head, F3 head and Ob head aren't like swappable for various reasons, thus invalidating the morphs,so you will probably have to recreate them from scratch..

Damn I suck at modeling, creating from scratch is not possible for me I think :(
