It actually looks like a court wizard actually lives there and acts as an advisor to the Jarl and influences her decisions with advises and has authority there. For npcs we hsve 2 court attendees, a 2nd housecarl and a new thane. For furniture, I have placed Torygg's ashes in Elisif' room and you can see others. Elisif is sad about Torygg's death and does not want to be reminded of him everyday.2. Royalty who were murdered are not acknowledged and are tsken as weak kings.
