You may not have seen much about the GT 530 due to it being released as (primarily) an OEM only video card. It's entry level performance, weaker than a GT 240 for example. It should run Skyrim, but don't expect high settings or resolution with it.

OK, I'm pre-ordering soon and I don't want to waste money on something that won't run.

How will this run at medium settings with max (vanilla) texture resolution?

Monitor resolution is 1280 x 1024

AMD Phenom X3 2.2 Ghz

ATi Sapphire 5670 1GB (OC'ed to 880Mhz Core and 1180Mhz Memory)

4GB Ram

Gigabyte GA-M68M-S2P Motherboard

OCZ ModXStream 500w PSU

This will run ok, but the GPU doesn't meet the recommended requirements. But since you will run it on a lower res, and on medium graphics with textures on high. It should run fairly well.

@Busterofwar

That should run on High-ish settings.

Thank you for doing this!

Here is my info:

Windows 7 64 bit

Intel i7 3.2 GHz

6gb RAM 2000MHz

Radeon HD 5850 Overclocked

I would think you should get playable fps @ ultra settungs @ 1080p... It's hard to say for sure, but you are well above the Recommended Requirements... so Very High towards Max should be pretty easy for your rig.
