Yeah I agree.

 

You will keep adding mods. Yes you will. Then you will play test for an hour or so to see if it crashes or has any errors. Then, when satisfied you will look for more mods to add, or make adjustments, tweaks, or even compatibility patches.

 

Then rinse and repeat.

Not enough quest mods. I only saw 2 and those two were pretty basic and not really any of the awe inspiring, unique, completely awesome experiences. That's just me though, I hated Oblivion's boring faky quests, stories, and characters so I prefer quest mods that have interesting characters, non-cliched half decent stories, and non-linear, interesting, unique gameplay/quest structure

You can never be done downloading mods. The real purpose of the CS is to make quest and dungeon mods. Many of those are just one-time use things, but when you have finished one, you remove it and can download another. You could potentially play a new quest or dungeon every night and Oblivion would never wear out.
