It won't hinder movement and lt looks pretty fly. Plus we intend to fully exploit the havok physx of fallout 4 So loincloths,cowls and capes are to be expected. Can do a variant without the cape or with slightly different style pauldrons to mix and match.. It's something I considered. I'd also like to be able to have the player dye the cape any colour they want somehow. Whereas the east and west brotherhood are closed off the mid-west is open to tribals. He is the main character of a comic and is a super hero. It was part of their outfit back in the day, like under pants on the outside, mask that covers your eyes etc. It also makes him look like a bat since they shape up to look like wings. And it does have some uses, the cape in the games let him glide for example. It also fire-resistant/retardant material, can slow guns shots, can be used a parachute with a harness and countless uses.
