Theory: The Great Divide contains a new faction they are setting up for Fallout 4? Midwestern BOS Airships were shot down so that they wont be able to see the hidden bases, NCR Patrols and supply lines were killed for the same reason.

 

It would be a nice setup mirroring the movie, The Postman. hahaha

 

Couriers or "Postmen" ushering the Old World Government being rebuilt

 

A faction which has weather control as its basis?

 

Although it could be pretty much be just the enclave all over again. that flag on his back looks enclave-ish and the weather control is pretty much enclave tech-ish

 

On turning/seducing Ulysses to the Dark..ehem I mean NCR or Legion. Wasnt there concept art for Ulysses showing different flags on his back?

razzy that idea is brilliant. Go email besthesda now with your idea, and become the teams leading writer so we can make come to fruition! Seriosly though i like it, perhaps not that its the enclave.. But if the story were that a group of people had somehow began to rebuild the old world and over the 200 years since the bombs dropped were now a forgotten force to be reckoned with.. You know what it is the enclave. I am ok with that though as long as its not the enclave from fallout 3. Who knows this time around maybe you CAN join them and set the theme for fallout 4.

If it's the Enclave, I won't be disappointed. I refuse to believe they're wiped out. Crippled and possibly defanged, yes, but not wiped out. It would explain a lot to me, however, if Ulysses was Enclave. Think about it.

 

  • As powerful as the Enclave is technology wise, they just don't have the numbers to directly engage the NCR or the Legion. Probably not even the BoS or House's Securitrons.
  • The Enclave's 'trump cards' are, for all we know, gone. This includes Frank Horrigan, the satellite-mounted nukes, and the FEV. The Vertibirds are exceptionally powerful, but there isn't nearly enough of them to pose a credible threat to the other factions.
  • With this in mind, there is only one logical way for the Enclave to ever take out the NCR or the Legion, and that is through espionage and sabotage.

 

And that is Ulysses' specialty. He is trying to ensure that the four major factions of the Mojave wipe each other out. Why would he do this? Yes, it's entirely possible Ulysses really is that much of an idealist, but I really don't think that's as deep as the rabbit hole goes. It's possible that Ulysses is working for a much more shadowy organization, and the Enclave is definitely the first one that comes to mind.

 

The Mojave Campaign is make-or-break for both the NCR and the Legion. If the battle goes the absolute worst way possible for both sides, it would be enough for the Enclave to gain an actual foothold. Considering Vegas is the last surviving pre-war city that we know of, it's a logical place for them to make a permanent settlement.

 

And besides... how else would Ulysses even know how to get to the Sierra Madre or Big MT in one piece? He had to have gained that information from somewhere.

Interesting, but I doubt the actions of the dlc itself will have a major effect on the mojave as a whole. Who knows though.. Would pretty sick if Ulysses was the enclaves' representative and was asking you to help them gain a foothold. Would explain his obsessions with history and the old world. However it might break canon, as the old enclave wanted nothing to do with outsiders and viewed all born outside the enclave as mutants fit for eradication. However given their current state its not hard to imagine that they would become drastic and resort to anything to sustain themselves. However I still wonder why wouldn't they try and save the citizens of Navarro? Perhaps the answer is because all those refugees walking into the great divide would be suspicious, and the reason they didn't tell them they could come or even about the place was because they didn't want them trying to find the base and they didn't want word to spread that the enclave was still around.. God knows NCR was flip a b**** and hunt them down. After-all they wouldn't want the enclave to grow in strength again so they would have to fight two wars on two fronts.. History tells us that's always a bad thing.. (Nods to Germany in WWII)

...I'm most anxious about figuring out two things:

 

1.) His true intentions. Who is affiliated with? His past is so all over the place....him owning a ranch, him being a Courier, him serving Caesar then leaving, him hoping the brotherhood would be worthy successors of the Mojave (but changes his mind again), him wanting to build a new foundation for rule in the Mojave....This guy is all over the place. But then I think of the very nature of the Courier, bouncing around from place to place, and I realize they aren't too different in their freelance-type ways of operation. Both like to experiment with their options, test out the moral aspects of people and factions so they can most accurately predict who to side with and what path to take.

 

It's Genius, the perfect rival. Which brings me to my second concern.

 

2.) What history do they have? Who wants revenge with who? Does Ulysses want revenge for something? Or does he want to test the Courier at one final job to see if they see eye-to-eye with his paradigm associated with this talk of his "Old World Flag"?
