A couple questions

I'm asking this because I'm more familiar with Skyrim/Oblivion/New Vegas modding. Is there a TES3edit or Loot equivalent for Morrowind?

For load ordering, like LOOT, and more use mlox.

 

There's no TES3Edit.

 

For an alternative plugin editor you can use TESAME, MWEdit or Enchanted Editor (I prefer the latter because of its interface, but MWEdit has stronger script syntax checking).

 

For detection of plugin conflicts use TESPCD.

Do I install Enchanted Editor in the Morrowind or Data Files folder?

Neither. It's a standalone program, as it's a 32-bit one I've got mine installed in Program Files (x86)
