Hypertion
yes it is, but thats not the problem. its how the games have to setup their memory space there is a reason you can run out of memory for gamesaves on the Xbone... (i have experienced that first hand playing FO4) there are innate limits that each game establishes for HD use. these can be changed but the limits do have to be there as the console requires it. i know its a windows OS, but its been modified and doesnt work quite like it would on a PC. These limits do not change dynamically in response to increased demand as it would on a PC. on a console, once each bit of allocated space is used up, the game cannot access anymore... They have mods being saved in the same fashion as gamesaves. Edited May 31, 2016 by Hypertion

They could even remove those limits if they so chose. The point is that the filesystem itself does not impose those limits as part of the amount of data it can address. Arthmoor
If you ignore the storage space limit, you can only use 255 mods maximum due to the nature of how load order works. The index numbers the game uses only range from 0-255, and 255 belongs to the save game (for a total of 256). For each DLC you get, subtract one from that total. By the time all 6 are out, you'll be able to use a maximum of 249 mods. If they all happen to be relatively small mods, you could reach the hard cap (which exists on PC too - same system on all platforms) before running out of space. Chances are though that 2GB will run out faster than most XB1 users realize. All it would take would be a couple of well placed texture mods, radio station mods with a lot of music files, or a quest/companion mod with a lot of recorded voice lines. Crimsonhawk87
Simply put, console users will never get the same modding experience that PC users do. The PC can be expanded and upgraded to support large to huge files, while the console is pretty much a closed system with very few upgrade options. Normally, we PC users would just shrug and say "What evs, should play it on the PC", BUT, I think that you are already seeing that most games are being optimized for consoles and pretty soon that "optimization" will dumb down PC versions to the point we'll all be limited in what we can and can't run. Doom1991
Plus in all likelihood that 2GB limit is imposed by Microsoft and not Bethesda. So Sony / PS4 could easily have a limit greater than 2GB, or no limit at all.Doubt that entirely showing how the PS4 can't even keep its frame rate with Fallout 4 compared to the Xbox. I remember something like this happening with Skyrim and Fallout New Vegas on PS3 too.
