I mean, this mod is already going to be huge; why not make the similarly sized airship storyline as an expansion pack of sorts. Which you'll probably have unless you're for example a simple trader living in that city, or an excavation team member or maybe you don't want to use a dragon because you'd like to have some subtlety in the way you enter a city. However neither of theese people would probably feel all too compeled to travel from a super-extremely-hiden-and-guarded teleportation pad to a city/ruin/what ever to get those suplies/to excavate/to do whatever and then back. SO, I wote for myself. Personae whoose ability to travel out and into the city is important to the well being of the city itself should recieve a magical trinket from our glorious enchanters guild that would allow theese personae to create small homebound portals from any part of Tamriel. QQuix, what if you made another floating creature, gave it the highest possible speed in oblivion and set its AI to always walk under the airship, while trying to fly down, but fly up if going forward's not possible - until it's possible? Why not take an oblivion gate, remove the black stone part and change the size of the portal to that of a 7 ft tall human? then you could just script it and make it a spell..?
