Is this a low-end PC?

Here are my specs:

 

Edition: Windows 10 Home

 

Graphics Card: ATI Radeon HD 3200

 

Version: 1511

 

OS Build: 10586.420

 

Processor: AMD Athlon X2 Dual Core Processor 3250e 1.50 GHz

 

Installed RAM: 4 GB (3.75 GB usable)

 

System type: 64-bit operating system, x64-based processor

 

Could my computer run Skyrim, or is it time to fork out for a new PC?

It may run on very low settings but I really wouldn't recommend to do so. That's nothing that makes fun.

I see what you did there. Ha.

 

And, the funny part is, that I get a stable 20-25 fps when I play. Weird.

anything below 30 fps is dangerous for your save games though. Weird things may happen.

Weird things... well, I do see this giant, weird moving shadow in certain areas. Make's everything pitch-black for, like, 3 seconds.

 

Other than that, it's pretty OK. But yea, I guess it IS time to upgrade.

Upgrade. You can build a PC that can comfortably play and mod skyrim for 500ish.

 

And leave you with the option to upgrade down the road.

 

Hold on, is it the graphics card? Or is it the computer as a whole?

 

Sorry, I just need to know what the REAL problem is with my current PC.

You need better CPU, GPU and RAM.
