I was under the impression that the problem stemmed from having maxed out the Smithing, Alchemy, and Enchanting perks with zero investment in combat skills, resulting in an imbalance. If I'm not mistaken, you can adjuts the amount of experience you get every time you level up, but I'm not sure if you can disable it completely.
