From Bethesdas point of view because A lot of fans would fuss if their were guns and what not in their Elder Scrolls game.

From a lore perspective from the little I know about the history of Elder Scrolls every few hundred years there seems to be some big event Oblivion crisis, The war that lead to the White gold concordant (cant remember the war at the moment) and so on these events could cause the deaths of inventors and "scientists" and slow the progression of technology. Although it is more likely that technology would progress faster in these times seeing as how most great military inventions are made during wars.

You may also have groups like the mage guild,College of winter hold and so on who actively try to prevent technological achievements for fear of destruction. I mean you do have the thieves guild and the darkbrotherhood so If one of the people or groups in power wanted something or someone gone they could do it.

Why would you need technology then you have magic

The dwemer had robotic servants and guardians, airships and working power supplies fueled by steam. Are you saying none of these things would be beneficial to the races of Tamriel, at all? Messing with the heart of a god is what caused their disappearance, not their technological prowess.

Like all races, the dwemer dabbled in magic, true, but most of their advancements was in technology, not magic. Instead of relying on magic and faith, the dwemer instead chose to rely on their own abilities and intellect. The dwemer were envious of the gods and weary of the other races so they instead relied solely on themselves and their own abilities. The dwemer had access to airships, giant automatons and power supplies because of technology, not magic. Magic is limited, where as technology is constant and more reliable.

Not everything they make is reliant solely on steam, I agree, but it's not reliant on some cosmic force left over from the gods either. I don't know anything about the dwemer's steam since I haven't been able to find anything to it's origins, so you might be more literate than me on that. But the dwemer were a race of stonecutters, artisans, and engineers, not priests or magic users. When the dwemer battled, they didn't conjure great lightning storms or whirlwinds to lay siege on the enemy. The preferred their automatons to do the battling for them, and when that wasn't possible, they geared warriors with heavy armor and weapons. Every race on Tamriel dabble in magic in some form or another, and the dwemer were no different. But magic and faith was not as prevalent in dwemer society than say the altmer or dunmer. The dwemer crafted, not conjured. They researched, not prayed. Magic played a part, but it wasn't the lead role in dwemer culture and society.

Magic has nothing to do with faith though..... In Skyrim, it seems everyone and their cousin could become a powerful magic user, if they put their mind to it. So, it doesn't strike me as some 'mystical force' reserved for only a tiny segment of the population.

The Dwemer do indeed use magic, they just don't use it to oppose folks DIRECTLY. They instead use it as an energy source, to power other stuff, that does their killing for them. Some of their engineering is indeed highly advanced, but, they are not 'pure' technologists. They still use magic, just differently than other folks.
