May I ask what exactly is the problem here, I have not seen the OP reply yet to any of this.

 

there is no PC spec's listed, not mod lists ...listed, no load order listed and it's all appears to be just conjecture here.

 

Vault 88 ? OR NukaCola.esm? which is it all about?

Altering the bBorderRegionEnabled= in the Fallout.ini should always work. That's why it's an .ini file, to tell the game what to do. If it doesn't work, then you've altered other stuff which either resets that line or in another way counters it...

Looks that way on my end as well. Have to use the mod to get rid of the border. The ini does not work at all.

Drop your ini files all of them directly into the games executable location and they will respond there. Steam controls the data in the My Documents/ games/fallout4 folder, it will not acknowledge the file in a place of control by the engine but there it will act as an override process.

But the ini has to work you see. Anyone who has to use the mod has to be stupid. For real.
