Seems there's some dll files that went missing during install. Try fixing it through Steam or turn off Godrays in the game's settings...

 

The problem is when I try and turn off Godrays in the launcher, I turn it off, press ok and quit the options menu, then if I go back onto it it hasn't saved the settings.

Go to Documents/My Games/Fallout4, open the Fallout.ini file and look for the bNvGodraysEnable= line (under the [Display] header) and add "1" behind that line. Zero is on, one is off...

 

Also make sure that the .ini file is set to Read Only (right-click the file, choose properties and tick the box in front of read only at the bottom under attributes). It prevents the game from making changes to the file.

Godrays can't be disabled in the game's settings. They always come back unless you disable them in the ini.

 

But I would try to verify game integrity in steam first. I get application load errors when steam or windows or the game itself does any update. Verifiying is a pain in the butt, but it usually takes care of the issue.
