i think i accidentally capped my fps somehow?

edit: so i left the alternate start place and it fixed my fps for whatever reason. i still think i should probably cull my mod list a bit.

 

for some reason my fps is just hovering around 5. my character will still move at full speed. it's not like when i put too many graphical enhancements in and lag. almost feels like my framerate's capped somehow. i've never experienced anything quite like it, and i think the only mods i added between the time it happened were the dialogue overhauls, obis, and helgen reborn. i tried disabling those and i have the same problem on a clean save. so far i've tried:

 

disabling some script-heavy mods and starting a new game

turning off enb, through settings and in-game

optimizing every single texture including the highres dlc and resizing to 1k

completely redoing my settings from scratch using the step guide

Turn adaptive quality off and make sure you are only using one source of vync.

 

I personally use the vsync from ENB.

 

set vsync to application controlled in your graphics card control panel.

Load order with Perma is wrong....
