RexPopuli
I've recently noticed that in my whiterun, there are two different oblivion gates that have appeared, made out of stone, near the middle district and another near the talos statue. I had a mod that added this previously in my base skyrim (not special editon), and I didn't port my save. I don't have the oblivion gate mod installed on my SSE either, so I'm guessing it's one of my mods' special features. I have no idea which one though. thumbincubation
Open cities is the same author, so it may be placed there by that mod. Check Arthmoor's Open Cities downloads page to see if there is a "no gates" version you can use, instead.
Arthmoor
It's Open Cities, and the option to toggle those will work once SKSE64 and SkyUI have been ported to SSE.
