Okay, an .esp file is simply a mod file. FNV, like other Bethesda games, uses .esm (game masters) and .esp (mod files). If you are crashing after you install a mod, then there are several things you need to check. Start with the basics. If you are crashing right after the Bethesda logo, then you are missing a master, a mod or DLC that the mod you're installing needs to work. So, go back, read the mod description carefully and make sure that you have any required files for the mod you plan to install. Sometimes modders use assets or scripts from other mods in their work, so they will tell you if their mods rely on someone else's files.

Just take your time, read everything carefully and install mods slowly. Do not install 50 mods and expect the game to work out of the gate. It will glare at you, turn its little toes up and crash to the desktop just to spite you. Make a save that you use just for testing mods. That way if you decide to uninstall something, there's nothing left in your "real" game to mess you up. And if you're like me and likely to forget your head if it weren't attached, then take notes when you read mod descriptions. Some people copy and paste, but I'm old-fashioned and use plain old pen and paper. Jot down things like required mods and load order suggestions so that you can keep things straight.

I hope you get everything sorted out. Good luck!

Here is the link to the mod http://www.nexusmods.com/newvegas/mods/50132/?tab=1&navtag=http%3A%2F%2Fwww.nexusmods.com%2Fnewvegas%2Fajax%2Fmoddescription%2F%3Fid%3D50132%26preview%3D&pUp=1

I downloaded everything but the optional stuff and the xoanon's offical patches and i can't find out what i am missing.

Do you think it might be xoanon's semi-official patches. The mod page seems to indicate you need those files.

From the "Fallout Who Vegas - Complete by The Foundry" download page:

Stop! Wait! Before you go any further - Make sure you download Xoanon's semi-official patches and improvements mod alongside the latest build of Fallout Who Vegas.

That's worded as more than an optional requirement, especially given your problem.

Please see the wiki "Missing Masters" article. That will show you exactly which "master files" that mod requires. Note it will only give the filenames it regards as "masters"; not the name of the mod(s) they belong to.

YOU do not open or otherwise "use" NVSE. It is a library of additional functions that mods can use when they find it is loaded with the game (by the "nvse_launcher.exe" or one of the 4GB versions of FNV which recognize and launch it when installed correctly). Please see the 'Checklist Item #4' entry in the wiki "Fallout NV Mod Conflict Troubleshooting" guide for some further help with NVSE.

A lot of this "background" information is in the wiki "FNV General Mod Use Advice" article. Suggest you read it before getting any further into modding your game, as it will help you avoid many pitfalls.

no you do use nvse ... meaning you click its executable which loads the extension of what the engine knows ... and directly after it loads the vanilla.

I think the point people don't understand is that the engine has a bunch of functions it already understands.

And what FOSE is ... is merely a bunch of more functions to make the engine understand.

Its like the engine already knew english ,latin , german ... and now Fose is teaching it French
