What you need to do is disable region borders by editing Skyrim.ini in your documents folder - the same place that your game saves are stored.

 

Open Skyrim.ini with notepad or similar text editor and add the following line in the [General] section;

 

 

 

 

bBorderRegionsEnabled=0

 

 

Then save the newly edited ini and enjoy exploring the 'forbidden' areas - not a great deal to see though,just endless landscape - go far enough and you can fall off the edge of the world.

Oh, and this can be done by a mod automatically by:

 

- Making your Mod.esp

- Creatina a Mod.ini (needs to have the same name)

- In this INI file you have to add the following lines:

 

[General]
bBorderRegionsEnabled=0

 

 

So while the user have your Mod.esp active the changes you wrote in the INI file will be effective ;)

In the CK, go to World > Region > Tamriel > BorderRegionSkyrim and uncheck the "Border Region" box. You will need to also do the same thing with Dawnguard's DLC1BorderRegionSkyrim.

 

This will decisively deal with the issue so that inexperienced gamers will not need to figure out how to modify their .ini files.
