I keep getting this error thing every time I run Wyre Bash. What does it mean?

I have no idea what those mean. Have you tried re-installing Wrye Bash? It looks to me like something in the program itself has corrupted.

 

Back to your NPC problem, which NPC's are nekkid? If you could post that with your new load order and mod list it may help us find the problem child causing your issues.

When I was in the Bannered Mare the naked npcs were Mickael, Hulda, Ulfberth War-bear, and Olfina Grey-mane. And I didn't search everywhere but Eorland Greymane was also naked along with the wife of the guy you buy a horse from whose name escapes me. At least so far I haven't encountered naked npcs in the wild. As for reinstalling Wyre Bash I tried that but the same message still appears and I have no idea what it means! As for my load order, from when I started this thread I've already changed out a few mods that were conflicting and am going to be testing some player homes out that I'll remove once I decide which one to keep but yeah, I'll post a copy of it since I'm still having some issues with the naked npcs, pixelated water mist, and missing textures in the night sky. I was also having that solid green water glitch but since the patches weren't working I changed to a clear water mod.

*sigh* the same 3 problems keep persisting with naked npcs, blocky water vapor/steam, and missing textures in the night and evening sky. And now there are even MORE glitches in my game with the perk menu. I'm at a loss.

Perhaps if you made a merged patch with Tes5Edit it would clear up a problem or two. You will have to google (or duck) directions since I cannot find the post that explained how and my memory is not the best.

Yeah, I tried doing a completely fresh install then redid all of my mods so this isn't my exact load order anymore but even then the same problems seem to reappear meaning I'm clearly missing something somewhere that's causing these constant issues. For at least one of my problems concerning the fog issue from what I could find I guess it's connected to Vivid Weathers though I haven't been able to find a fix for that either. As for your suggestion I've never made a merged patch before (At least, I don't think so anyway since I only use it to clean my master files) but I'll looking up how to do that right now. :)

So far so good, at least a few errors have been fixed using the new patch but not all. Having some trouble getting the texture to work with these rounded lanterns too.

you should be able to fix the blocky fog/smoke by running the skyrim launcher and increasing the shadow quality.

also, most weather overhauls aren't compatible, such as the weathers plugin from elfx and vivid weathers.

It's from this mod: https://www.nexusmods.com/skyrim/mods/22110/? and I tried a manual install too only to be met with the same results sadly.
