A lot of weather mods add Sun Flare. Some lighting mods can also cause it. If you have it in the game without using mods, then it is caused by Godrays. I know that disabling godrays in the game's configuration menu doesn't always work, so here's two possible solutions for Fallout 4 that should work for Skyrim SE since they share the same game engine and most console commands.

Open console and type gr off and see what gives. You'll have to do that every time you re-start the game though.

In order for godrays to be turned off and stay off in the game's configuration menu (SkyrimSELauncher/Options/Advanced) you need to set everything to the lowest settings with godrays set to "off" and click okay in both menu windows, exit the SkyrimSELauncher and then re-open SkyrimSELauncher, options, Advanced and set everything back to what you had before but leave godrays off, click okay again for both menus, close the launcher and start the game through whatever launcher you are using...
