I always suggest Junkmaster (sadly it's only available on beth.net. It also requires AWKCR and all the DLC) and Sim Settlements (grab the expansions too) for these threads. And, of course, the Unofficial Patch

Junkmaster makes a lot of changes and additions, but all are in the spirit of making the game make sense, be better balanced, and re-introducing content from old games (like the plasma defender and service rifle). I, personally, consider it another unofficial patch. I have been thoroughly satisfied with its content, but it is a big mod, so look over the changes a bit before making a decision on it. Removing it in the middle of a game could be detrimental.

Also be aware that Junkmaster makes a lot of changes, so the potential for conflict is high. However, the only other mods I've personally had it conflict with are ones that change perks, so long as you keep it early in your load order.

Well, what is it important in your game OP ? Settlements ? Go for it, there are several mods. Heavy combat ? Go for WOTC ( War of the Commonwealth or wait for the upcoming new version SOTC : Spawns of the Commonwealth ), Raiders Overhaul, Super Mutant Redux and Stronger Robots and Synths. You want a partner/wife and have sex ? Go for those mods. Loverlabs.com have a very good animation one plus other that you can find in Nexus. You want new places/adventures/quests ? Go for it, there are several, I have Glowing of the South Sea or something like that. There is Fusion City ( I do not have it but it has a good review ).

I think that you need to try and decide which ones to keep base on your play style. Keep in mind that not just because you have the Nvidia 1080 ti you will be able to run 250 mods at 60 FPS or more steady ... fallout 4 engine does not give a s#*! about good rigs. I personally have the Nvidia 1070 and I have a monitor 165 Hz that I keep it at 144 and I do not get all the time 144 FPS. My FPS vary between 50 and 144 depending on where I am in that moment. For me, performance is more important than quality look, therefore, I do not have any graphic mod and ENB ( they will make you drop FPS like crazy ). Also, I turned off my godrays via console command : gr off .... and I keep the AA = off, lens flare = off and other features either on high/medium or ultra. My game graphic still looks awesome but it is leaning more on performance than quality look. Why would I like to have super quality textures if I am unable to play my game due to lower FPS ?

WOTC is a very heavy mod that will make you drop FPS but without this mod, IMHO, fallout 4 is boring. I turned off vertibirds in this mod ( in the menu ) and I keep playing it on Loosen Cannon which is allow more spawns everywhere so I am on permanent combat all the time, My game is dedicated to combat, my own house ( I love to build my own in Starlight Inn ) and believe it or not, I do not use Power Armor so I do not have any PA mod. IMHO, the best suit in the game is the Nano Suit. Add to this suit the Jetpack Overhaul and you will be flying even horizontally ( something that you cannot do with PA ) and if you add on the top of that, Tek Optical Visual ( do not remember exactly the name ), you will be able to see your enemies in red and your friends in blue ( targeting HUD ). Also, I have tried almost all weapons available in the game but I only have : the IF-88 ( the best automatic shotgun and the best weapon in the game IMO ), the Vektor, the ACRW-17 ( very good weapon ) and a rocket launcher that I do not remember the name. However, I have made my own weapon mods for my own use using FO4Edit so I do not need more than that. Some people download 10-15 weapon mods but you cannot keep that many anyway in your fast inventory and even if you could, I dedicate some slots for : frag grenades ( my own custom mod ), Radaway, Stimpaks and Nuka Grenades ( my own custom mod ), another one for Ultra Jet and the rest for my weapons.

I am not trying to sell my style, just to let you know that for me to come up to this point, before I had to try several play through and after a year trying with different mods, I decided to keep only 70 mods in my game. There are thousand in Nexus for I do not like quantity but quality mods and to be honest, I will get rid of some once Vortex is out and will start a new game using less mods since I make my own custom mods so I do not need a lot of them anymore. You have to decide what you want and nobody can tell you what mods to use or not. Try yourself and make your decision based on your play style and be sure to read the mod description and posts all the time before you download/install. Happy gaming.

one mod that seems to be under rated is knockout framework and perfect pacify knockout. I'm not huge on the combat, but this rework of the pacify perk makes for some awesome encounters.

I get a lot of satisfaction from scoping out an enemy, sneaking up and trying to pacify them. there's a second or 2 that you don't know if it's going to work, and if it doesn't you both start shooting and run for cover. the author apparently made some heavily used perk overhauls for skyrim. he included his method for what makes a pacify succesful, has to do with yours and enemies level, and other factors.I don't pay much attention to that, all I know is that it seems pretty realistic while playing.

the pacify mod also has a version that doesn't use the knockout framework, but I personally love that feature.

Do you know if Junkmaster plays well with Worsin's Immersive Power Armor Garage (WIPAG)?

Far as I know Junkmaster doesn't make any major changes to power armor other than adding a few paints. Load WIPAG after it and you should be good.
