Ondrea
First, you need to cap your frames. Skyrim has all sorts of issues if you go over 60 fps. Once you've capped your frames, if you still get a stutter, try removing the ENB. If the ENB is causing performance issues, make sure your enblocal.ini is configured for your system and that you're only using the needed files from the wrapper. The STEP guide offers some good guidelines on getting this set up along with some other great performance tips. Try reducing the ReservedMemorySizeMB to 128 or 64. Be sure the VideoMemorySizeMB is set correctly or set AutodetectVideoMemorySize to True if uncertain.
ff7legend
Capping the fps is a MUST. You risk damage to your save game if you don't cap the fps. This is a known Bethesda BUG due to the fact that their games are direct console to PC ports with zero optimizations for the PC platform. This guide should help to properly optimize your game though: https://www.nexusmods.com/skyrim/mods/74427/? The above guide provides an easy to follow process & even provides a handy guide for properly setting up ENB for your system. Hope that helps. NecroVamp
Thank you ff7legend and Ondrea for your wisdom and guidance. I now only have a touch of micro-stutter but I am not finished fine tuning yet.
tejano2828
Another thing you can do that's super easy is reducing your shadows in game settings when you launch steam. Keep lowering them till your stutter stops.
