How do I avoid violating permissions when making a new NPC mod with custom faces/bodies?

I am making my own custom followers and NPCs that I would like to upload somewhere at some point.

At the moment I am using 'Enhanced Character Editor' in my game.

I'm looking at the permissions in that mod and seeing this, which looks like it was written as the result of using google-translate:

*****
You feel free to use face data, slot and ini file from make this mod. No need to contact me.
But you distribute tri files, because of avoid conflicting this mod. No Need to include tri file in face mod or follower mod.
*****

So I gather from the first sentence that I could distribute my mod's face morph data just fine.
It's the second sentence where I think Google's limitations are getting me. I think she is saying DO NOT hand out the tri files.
- Now that makes me wonder... if someone downloads my mod and they are NOT using this mod... what will the face of the NPC I made look like? I presume it will NOT look like what I see on my screen?

So now my technical question to the larger community:
What is my best path to make sure I can make an NPC mod where what I see on my screen will match what people see on their screens, AND I do NOT violate anyone's permissions?

In the 7 years this game has been around, has anyone ever put out a 'builder kit' of redistributable 'starter-meshes' for heads you can turn into faces?

Is there any option out there other than the core heads that shipped in 2011 and the ECE ones?

If I need to stop using ECE, so I can make these faces with a more 'open perms' setup, what's a recommended setup to give me a 'base face' that I can start my work with? I originally switched off of he default for ECE because I find the default heads in Skyrim very unappealing. Is using that or racemenu my only options? (I just can't imagine re-morphing every last NPC in the game to get them to not be so starkly horrible looking...)

they will most likely not need the mod. you can test it yourself though by adding the NPC and removing the mod.
