Remove all NPCs, creatures, etc.

There are several ways to do this.

 

With brute force you could hack the base game and remove all of the base game actor records and quests using xEdit/FO4Edit and see what happens. Or you could be more directed and hand pick/xedit script the removal of all the placed actor spawn points in the world and delete the many quests that spawn actors, I believe that Fallout 76 Simulator does something like this.

 

Or you could put many hundreds of engineering hours into creating something like Fallout 4-76 Open World that does all of that in an elegant dynamic fashion without hacking any base game forms or scripts at all.

Oh wow you actually got that happening. That is dedicated!

Yeah many many hours invested. The only base game thing I had to hack was Level Lists to reduce loot spawns adding a global variable. No scripted workarounds for that tech, but given enough time anything else is do-able with noninvasive surgery.
