Over writing files in Vortex

So I bit the bullet and loaded up Vortex. My question is, I know how to overwrite files in NMM, but in Vortex does that mean to overwrite in the conflict dialogue do I place the overwriting mod before or after the main mod? I'm still kinda confused about load order. If you place a mod lower down the list is that loading a mod in higher priority or lower, and how does that work in Vortex?

To overwrite a file, you put the the overwriting file AFTER the File you want to overwrite.

 

I want Mod Bs files to Overwrite Mod A's files, so when I'm notified of a conflict, I click on the red lightning bolt on Mod B, and pick Load AFTER Mod A.

 

If I wanted mod A to overwrite Mod B, I'd do the same thing, except I'd say Mod B Loads BEFORE Mod A.
