"FalloutNV.esm not active" error message

I'm trying to install Fallout: New California, which requires FO4 and New Vegas. I've activated both games in Vortex, used it to install the 4GB mod for New Vegas, but when I install the New California mod to FO4, I get an error message, "Installer Prerequisits not fullfiled: file 'falloutnv.esm' is not Active." and it offers me no advice to fix. I'm at a loss for what to do next.

 

Did I do something wrong?

 

Did I miss something?

 

Is there a trick I don't know?

 

Has anyone else run into this?

Fallout New California requires Fallout 4?

How can that be possible?

They started making New California 4 years before Fallout 4 was even a thing

Step 1

All you need to get started is:

  1. Fallout: New Vegas
  2. A Mod Manager of Your Choice!

Step 2
Download New California BETA 200. Download BETA 201 PATCH.

Put them on your hard drive.

Step 3

Open your mod manager.
Go to Package Manager. (The same on Vortex, MO2, NMM, and FOMM.)
Select New New California BETA 200.
Follow the On Screen Wizard. (DLC Patches if you have DLC! If not, skip.)
Wait between 2-8 minutes on average....
Done!

Step 4

Open Package Manager again. Select New New California BETA 201. Install. (Overwrite Yes to All!)
Done!

Step 5

Final Step: Don't forget to check NewCalifornia.esm in your load order to activate!!!
And you're ready. Go play.

 

 

I don't see anything about needing Fallout 4?
