M48A5
From your load list, it would appear you sorted it with LOOT. That is the first problem. LOOT does not sort FO3 mods correctly. Actually, more information is needed. Please see "How to ask for help" and provide all the information noted there. https://wiki.nexusmods.com/index.php/How_to_ask_for_help

HadToRegister
What mod manager are you using?
M48A5
You load list is no where correct. LOOT never sorts FO3 mods correctly. The only reliable mod sorting tool for FO3 is B.O.S.S. and even using that you will have to place some mods manually. B.O.S.S. is available here: https://boss-developers.github.io/ After reading all the posts about people having trouble with Vortex and after having used NMM, I am going to suggest that you use FOMM as your mod manager. FOMM is available here: https://www.nexusmods.com/newvegas/mods/54991 Also, you should not have the game installed in "Program Files". The Windows UAC will stop you from using FOSE, NVSE, FSR and any other mod file that changes the Fallout 3 main file. Make sure you game and mod files are not set to "Read Only". If they are, remove the check mark. You will probably have to disable UAC to change this.

M48A5
Compatibility patches must load after the last mod being patched. You will have to adjust yours. M48A5
I don't use FOOK, but from what I have read, the hotfix should should load immediately after the normal plugin. I never had much luck with it. Too many crashes. I stuck with FWE.FOOK2 - Main.espFOOK2 - Main (Hotfix).espFOOK2 - (DIK) DLC Improvement Kit.espFOOK2 - DLK (Hotfix).esp. I also keep away from any mods that need a lot of patches to work with other mods.
