Why the conflict between "FNIS Data" and FNIS itself?

I'm running into this issue and I can't get it resolved. I allowed FNIS Data to load last, but after saving that choice and deploying, then I am asked to fix it again. OVer and over.

SETTINGS--------->INTERFACE----> Turn OFF "Run FNIS on Deployment Event"

That doesnt change anything for me.

Any other advice?

Oddly enough I was researching this same issue when I apparently fixed it. I think there was a conflict with vortex trying to write to a file managed by vortex. Chicken meet egg scenario. I used vortex to dig into the conflicting files themselves. I changed nothing just reviewed what the problem was in each file. I think that reset a read-only flag on whatever file was being a skeever and deploys now work without the error.
