2p1k3
This is the problem faced by me. C: drive is much to small for even Fallout 4 let alone mods. Therefore I downloaded the version of Vortex that let me install the mod manager on the D: drive. However, for some unknown reason, the Vortex program is insisting on using the C: drive when installing mods. This is when first installing them into the mod manager instead of the game and enabling. Is there a way to tell Vortex to stop using the C: drive? The settings had a couple options but neither fixed the issue.

So change your Mod Staging Folder and your Download folder
2p1k3
Thank you... :$ Literally discovered the "staging" folder setting, right after posting... When I'd thought I had looked at everything... :) Unfortunately, delete post wasn't an authorized option for me.
