magicka not regenerating

My magicka will not regenerate

 

i was a vampire lord but i have removed it

 

just done the college quests

did you get rid of vampire disease, via doing the quest, by speaking to an inn keeper as a vampire - (by Repeatably selecting the "Heard Any Rumors/News Lately" Dialogue Option)

 

Otherwise:

 

here is a Temporary Solution: Open Console (by pressing the Tilde Key) and type: Player.forceav Magickarate 1

 

that console command will force magicka regeneration, however it will only work until something overrides it.

 

Note: Setav = Set Actor Value, this is a Temporary command that will be Reset Upon Game Reload.

 

Note: Forceav = Force Actor Value, This is a Permanent command, Until Overridden, this means assuming nothing changes the value, this will be in effect Permanently even after Game Reload, However it can be Overridden.

 

Note: the command i have written will Fix the Issue, unless it is a mod causing it.

 

 

If The Above does Not Work, what mods are you using, to help determine if it is a mod ?

Can someone help me? my magicka regen is gone and when i sleep it says all 60 spells recovered unless i sleep my magicka wont recover. this are the mods i am using:
