Error message shows up when installing any mod: "Plugins not sorted because LOOT operation: 'sortPlugins' failed"

I'm using version 0.17.11 and I'm trying to mod Skyrim SE. I'm on Windows 10, x64, with 16gb of RAM. I have uninstalled all of my mods and uninstalled and reinstalled the game on Steam. When I try to download or reinstall any mods I get the error message: "Plugins not sorted because LOOT operation: 'sortPlugins' failed: [name of mod].esp is not a valid plugin." I have made sure that I am downloading to the same drive as the game in a folder under: Files (D:)/Program Files (x86)/Vortex. I've also purged and completely removed mods before deploying them. Currently, there is one mod "enabled" in my library: "Alternate Start - Live Another Life," but when I try to enable it in-game via Load Order, I get the error that it is missing a necessary file component although it is installed correctly. The same thing happens with any other mod I have attempted to download. I've attached a screenshot of my Mods page and the error message.
