AYLeiDRuiN
I would guess you have a mod that's screwing up your npc interaction. Please list your load order in Spoiler Tags from either morrowind.ini or %USER%\AppData\Local\Morrowind\plugins.txt I had a House Mod that did this very thing a couple of years ago. Deleted54170User
Morrowind has some patches that are meant to fix several glitches like you're experiencing in the game. Use your browser's search engine. Enter the characters name; and also type Morrowind, and see if there's a mod patch available for it that leads back Nexusmods. It could save you hours of wait time or lost gaming time because you have to go digging through the archives of mods.

Oblivionaddicted
First post your load order. You can also disable a bunch of mods until the problem disappears and reenable then progressively to discover the culprit as a start.
Deleted54170User
I found this note in the https://en.uesp.net/wiki/Morrowind:Caldera_Mine Freeing any slaves in the mine will count toward the 20 slaves you need to receive the code phrase and unlock The Twin Lamps quest from Ilmeni Dren. However, if you plan to do the Redoran quests here, do not free any of the slaves until after you have finished both or you will be unable to complete them. Angering the slaves has cost you the chance to free them and get another quest they give you.

I shut mines down, the miners dont want to talk to me now.

Caldera Mine Expansion was causing this issue. I was just confused, cause it looked like vanilla problem
