How to transfer mod data to new hard drive and get hardlink deployment to work?

Hello everyone I noticed quite late that I ran out of space on the current drive for my games and mods. So I got a seagate external hard drive. The current issue I'm having is transferring everything to the new drive. I already did copy all the mod files and game(falloutNV so far), but when I open vortex settings to change the mod staging folder over to the new drive it says no hard link method available.

The fix option says the problem is that it "works only mods are installed on the same drive as the game" and the solution is to go into settings mods and set staging folder as same drive as game. I have already copied it over to the new drive but it isn't registering it I guess. Do I just uninstall the entire game and re download in steam and change the entire steam route to the new drive or something?

You should be able to tell Vortex where the new location of your game is

Go into the dashboard, and in the RECENTLY MANGED Section, click on the + sign, then click on MANUALLY SET LOCATION, and browse to the new game directory

Before seeing this I already managed to transfer the games via steam to the new drive well as using vortex to transfer mods via setting to a new staging folder on the new drive that copied all my mods to it. I have a new issue, now my mods don't work and register with LOOT. When I started game up the modded title screen didn't show up and when went to load character it basically listed that all mods were not there. Checked with LOOT as well which was weird, LOOT is reading 3 plug ins(FNIS, XPMSE, SOSRaceMenu) along with the default DLC files, but nothing else.

I also tried to reinstall a few mods to see if that registered, but it didn't. So no idea how I screwed up, any ideas?

EDIT: Apparently it's reading the Fallout NV mod list fine but not the Skyrim SE

I used a different mod manager previously and didn't bother getting rid of it and used it with vortex to double check. Still Skyrim SE isn't working in Loot btu shows in vortex while NV shows in both.
