Activating Mods after on new windows?

I had a system upgrade, and clean installed windows after formatting.

 

Fallout, Vortex and all mods were installed on separate SSD, and they are all safe.

 

After installing Steam, it recognises after i set steam library, and runs perfectly..

 

However with vortex, when i install vortex again

I cannot get to the previous modlist folder to be loaded

 

when i run vortex there is no mod at all,

 

and when i set the mod folder to preexisting folder - it sasy

"the destination folder hads to be empty"

 

and if i select another folder, it says

"this game was modded by another version of vertex ... blah blah.."

 

It even recognises the vortex management files, but it just wont let me to load the modlist...

temporarily move the files out of the folder that Vortex wants to be empty. set that folder up in vortex, then move all the files and folder back into that folder.
