Fallout 4 Mod Failure to load

Well here is a doozy and I'm sure it's a simple fix but after 4 days its something I obviously am overlooking completely. I just did a factory reset on my comp removed it all deleted all. reinstalled steam and fallout 4 onto an external 2tb SDD along with Vortex. downloaded a few mods and none of them will load in the game. ini files are proper and correct, file integ verified several times. Vortex orders established properly and no errors with mods no conflicts and not even redundant conflicts. the game runs fine works no issue but none of the mods will work. have started a new game testing a mod that has always worked prior with no issues and worked perfectly before I change from nmm to Vortex. and ideas are greatly appreciated. Did you DEPLOY the mods after installing them?

 

When you look at the MODS tab you see green ENABLED buttons?

 

When you look at the PLUGINS tab, do you see Green ENABLED buttons?
